Sometimes Staff spacing seems to me counter intuitive. It's probably something I'm missing or haven't understood yet, but it goes like this. I will have a score and because the space between the systems seems too big, I select the Systems drop-down in the Staff Spacing group of the Layout tab. I lower the number value in Systems, and on screen the space between the systems gets bigger, not smaller. On the other hand, if I increase the number, the space between systems gets smaller not bigger. Go Figure!

I have attached a Sibelius 7.5 file that illustrates the point. Perhaps someone could tell me what I'm missing?

In Engraving Rules/ Staves set "Justify Staves..." to 100%. Select All, Reset Space Below, Reset Space Above. Staves will now respond as you expect.

Think what that Justify Staves setting does...
