Yesterday I was trying to following directions given to me about getting a fermata on a barline to work. Something I did has caused note input, movement of the arrow and moving around inside a score to slow to a crawl. In addition, after I have chosen a quarter note, half note, etc., on the Notepad and try to put into a score by moving the arrow by the mouse, the arrow will overshoot the spot I want it. Anyone have any idea what I could have done?

At first I thought maybe other things has slowed, also. But nothing else shows any slow-down.
For what it's worth, I was just checking out some other things in Sib. If I 'grab' the keypad to move it out of the way, it sits for almost a second before it responds. To return the playback line to the front or rear of a score takes almost a second also. Previously the movement of these items have been virtually instantaneous

infoseeker, while Sibelius is running slowly, have a look at the processes tab (not the application one) in Task Manager and see what it is competing with.
Thanks to everyone who has made suggestions. Let me comment on them one at a time.
Russell D - Please view me as fairly computer illiterate. Where would I find the Task Manager to find the processes tab? is this inside the Sibelius program or the program running the PC? I will admit that it seems that at least two different programs are struggling to get the same files
Bob Z - I am assuming that the place to switch to General MIDI Basic is in the Sibelius program (??)
I'm not sure that the following information will help very much, but maybe. In the past when I would right-click on the Sibelius icon on the desktop and chose the "open" option, the program would begin loading virtually immediately. Now, there is a wait of almost 35 seconds before the opening "page" starts (the one with the music which also tells what is loading). I never paid any attention before to what was being loaded because they normally loaded up so quickly. Now, I have plenty of time to read them and two are taking quite a bit of time to load: 1.) Loading chord symbols library and 2.) loading chord customization. I have no clue what those are but #2 took almost 40 seconds to load.
When the opening page disappears (I guess indicating that everything is ready), the page when I can chose to load the most recent score I was working on doesn't appear till almost 40 seconds later.
These kinds of delays have never occurred before yesterday. Something I did yesterday has slowed the Sibelius to a crawl.

Oh, yes. Every evening when I head off to bed, I turn the PC completely off along with the monitor and sound. The only thing left on is the external modem/router. I don't know if that is good for the PC or not, but I don't really care for too many electricity vampires to be sucking up electricity when I'm not using a device.

I also am of the view that this problem is not a Sibelius one, but one caused by something else. I suggest that you take the computer to an expert who can diagnose what is wrong.

Has there been any further progress or information on this? With everything else running normally but Sibelius very slow in starting, this sort of sounds like disk contention. Or maybe storage contention - if something has eaten a lot of storage, small programs may not be effected but something large like Sibelius may be slowed down by "paging". (That doesn't seem likely with 8GB of RAM, but it might be worth checking.)

It's been established that Sibelius runs just fine under a new User Account. Instructions on how to completely purge Sibelius settings from the main account have been offered.
Laurence, Robin - back after being off-line for several days. Seems the server had some difficulties and it's still not up to speed. But that's another problem.
Robin - Thanks for posting that very complete explanation on how to purge the settings I have made in Sibelius. I have read them carefully and find them a bit more than intimidating. However, I plan to print them out so that I can follow each step and check it off as I complete it. I will admit upfront that this is leading me into very deep waters. Wish me luck in keeping my head above water.
I am going to assume that it's fine for me to put Sibelius 7.1.3 everywhere you have put in 7.5.
