Though I have never used A4 paper, my Sibelius insists on making A4 the default paper size for parts. How can I make US Letter my default paper size for all time?

This was fixed in Sibelius 7.1.2 for new scores, House Styles, and Manuscript Papers, but the incorrect settings will survive in scores, House Styles, and Manuscript Papers created under earlier versions of Sibelius.

There is a downloadable plug-in "Page Size Score and Parts" to assist with correcting existing scores.

but don't download it from there, use the Sibelius 7 plugin installer instead.

Actually, it wasn't fixed. My Sibelius 7.5 defaults to A4 for new scores. How can I change this to letter?

Sibelius Preferences -> Files -> Default Page Size -> US sizes.
