I can no longer view the Mixer panel in Sibelius 7.1.3. Neither the "M" shortcut nor the checkbox in the View Panels tab will present the Mixer panel. Same is true Keyboard, but I never use it so I don't really care. But I suspect this means I've lost all "docked" panels. The Transport and Keypad panels are still present (and I'm not going to try playing with their display options since I don't want them disappearing).
This is not score-dependent - the Mixer is unavailable in every score I've check in the past few minutes. I've stopped and restarted Sibelius, and then rebooted but neither action helped.
I don't know when the mixer became unavailable since I rarely use it, but sometime last week I hit the "M" rather than "N" key and accidentally brought it up.
Is there some global preference setting that might have done this? Or is there something in Windows that would prevent the display of "docked" windows? (I really don't have any idea what that term means, but I saw it in the Sib documentation.)
I brought up a backup Sibelius I have on another PC. Mixer works fine there so I did some comparisons. When I do a Find in Ribbon for any panel listed in View Panels the working Sibelius shows "Current: On" or "Current: Off" in blue. When I do the same thing on the broken Sibelius they all show "Current: Disabled" ... even for the two panels - Transport and Keypad - that are displayed.
I definitely have something hosed over wherever panel status is saved. That will probably be in the directory on Windows - something I don't like to touch. :-(
The first thing I would try would be to trash the preferences file, followed (if that didn't work) by examining the feature set - have you accidentally turned on a restricted set? As a last resort, I'd try reinstalling Sibelius.

Are there Sib 7 preferences files other than the ones mentioned in the debugging tip Bob found? I thought most of the preferences were now stored in the Windows registry. In the Sibelius user data directory I tried deleting only the ScoreWindowPos.xml file, but I guess I should delete all of those files, and, if it fixes the problem, restore them one at a time until the problem returns. I don't think deleting and reinstalling Sibelius removes them so a reinstall would be a waste of time if the problem is in those files.

I don't see a way to enable or disable it. The Enable/Disable options are grayed out. (With luck I've attached a screen short of the Keyboard Shortcuts display.)
BTW, I renamed the Sibelius 7 user data folder and restarted Sibelius. The problem with Mixer (and Keyboard) was still there, but it reverted to some Sibelius defaults (as expected). I restored the user data folder and started Sibelius again. Some of the Sibelius defaults which I had previously overridden (like opening in full screen) were still there. That preference is obviously not saved in a user data file, but having to build new user data files prompts Sibelius to reset the preference. Not particularly user-friendly.
I guess it's time to reinstall Sibelius. :-(

I've uninstalled and reinstalled Sibelius but still have the same problem. I did not uninstall "Sibelius 7 Open Type Fonts". I did not reinstall Sibelius7Sounds although I might have if I'd seen how. (Shouldn't it appear as a separate product in Window's list of installed programs and features? It isn't there in mine.)
The reinstallation did not reset my preferences so I suspect stuff was left in the directory. I suspect that is part of the problem.
Is there anything else I can try before paying Avid to look into this?

Pls see these threads--admittedly, they're older, and different versions of Sib, and I dont know how applicable they are because of this, but perhaps something might spark an idea, that could be used with Sib 7.1.3:
"Try quitting Sibelius First, deleting the whole 'Sibelius 6 First' registry key in HKEY_CURRENT_USER\Software\Sibelius Software, and then restarting Sibelius First."

Thanks for all responses to this. Glad to report I found the answer rummaging around the audio engine option in the devices window. The wrong file was selected.

I finally heard from from Sibelius support. It took over an hour but my Sibelius has been fixed. There was some error or bad record in the Sibelius preferences stored in the Windows registry. After clearing out the Sibelius data from the registry (which took several attempts because Sibelius preferences are stored in multiple places) and reinstalling Sibelius it now is working correctly. I don't have any idea what particular record was wrong, but I now know how to fix is if it happens again. But now I'll probably spend weeks trying to remember and set all my preferences. :-)
BTW, the solution was to delete the Windows registry key
HKEY_CURRENT_USER\Software\Avid\Sibelius 7\Preferences
which will also delete hundreds of lower level entries. I suspect you can also delete equivalent keys under multiple USER registry keys if there are multiple users defined on the PC. It's probably best to uninstall Sibelius, then delete the registry keys, then reinstall, but I don't know if that's absolutely necessary.
