When I go to "Edit Instrument" it shows, under non-transposing score and under transposing score, the note(s) are shown. To right of each note there is number (drop down selection). I don't understand what the numbers represent.

What I'm trying to do is create a Horn in Eb and Bb.

The numbers represent the octave - so the "4" next to the C gives you C4, i.e. middle C. C5 is one octave higher, C3 is one octave lower etc. D4 is the note above middle C.
For an Eb instrument such as an alto sax, the "transposing score" figures should be Eb 3; for a baritone, which is of course an octave lower, it should read Eb 2. For a tenor it should read Bb 2. Hopefully two of these will be the correct register for your horns.

"Horn in Bb" and "Horn in Eb" are already there as preset instruments in Sibelius. Maybe you aren't viewing "All Instruments" in the list? See attached screenshot.

Using GPO4 for playback is irrelevant. These are instrument definitions for Sibelius as a notation application.

Some horn definitions show [no key] because that's the way horn players like them, apparently.

...ie with no key signature. Most of the horn players I've written for in the last 20 years or so seem to prefer this, but not mind too much either way. They've also been monster sight-transposers, too, so I guess they're generally good at making do!
