When I create a score in Finale I generates as spacific staff/note size known as 100%. Then I reduce or enlarge by percentage as needed. I'm a little confused as to what the default size is in Sibelius. After printing a score in Sibelius, the result looked too large. I had to go back and reduce the size. I seems hit or miss to me. I'm probably missing something.

You set the staff size in Layout > Document Setup. The default staff sizes are set up in the Manuscript Papers that are used in File > New. This varies, typically by the number of staves in the score, but a common size is 7mm (.28"). So you have a staff size, not a percentage that you need to deal with.

Adjust it if you like in Document Setup; the preview window will show how it affects your layout.

If you like a different size in general, you can export a house style with that size and import it into other scores, including your manuscript papers. If you do that, new scores created from those MS papers will have your desired size.
