When I use the feature to make spacing even (# of bars per line and number of staves per page), it gives me what I ask for, but it is never centered on the page. Is there a feature to make the staves evenly spaced on the page?

You can adjust top, bottom and side margins in Document Setup. And there's Optimize Staff Spacing.

Remember that, by the nature of music notation, "optimal" is not always "uniformly spaced".

Have you tried "Select All" followed by "Optimize Staff Spacing"?

Are you really using Sibelius 7.1? You should take the free update to 7.1.3.
