A new plugin, Solfege, is available for free download at http://www.sibelius.com/download/plugins/index.html?plugin=412, category Text.

This plugin adds syllables to selected notes, similar to what Add Note Names does. The syllables come from lists of Solfege systems that provide syllables to be used for the lowered, natural, and raised forms of the seven scale positions of a major scale.
The plugin provides a ''movable-do'' mechanism, where you specify the pitch for degree 1 of the scale. By default it assigns ''1'' to the root of the (major) scale used at the start of the selection, based on the key signature.
So you can have Do Re Mi in any key.
This can use useful for ear training, and probably a bunch of other things.
You can edit the Solfege systems, and create new ones, and these are retained across Sibelius sessions.
It does not provide octave designations or rhythmic values (such as, for example, the Add Tonic Sol Fa does). It does adjust itself when key signatures change.
There are other plugins that provide a similar capability. Add Tonic Sol Fa provides Moveable Do, but it also provides a lot of detailed notation appropriate for that one system only.
Add Note Names provides a "Fixed Do" model when you use the French or Spanish options, where Do is always C even if you are in a different key.
Add Note Names to Noteheads puts the pitch names inside the noteheads, so it is really a Fixed Do system as well.
Solfege will let you add new systems of syllables, so you can use Ut or Si or anything else you like, and it will retain your new systems across Sibelius sessions (you can even export your custom systems to a text file, and import them on another machine).

I started this after a request by Sean Frenette, who wanted something to notate Sargam, for notating Indian music. He probably really wanted something more like Add Tonic Sol Fa, that handled more details of the notation, but this is at least a starting point.
