How can I tell Sibelius to keep an exact number of bars per stave?

E.g.:
I have set up a 3-page song with 4 bars per stave by sliding bar lines around. I want to keep those 4 bars per stave, but as soon as I start inputting notes, Sibelius starts to shift the size of the bar depending on the number of notes, rests, etc...

Can I "lock" the bar lines to keep exactly 4 bars per stave?

You can select your entire score and choose "Layout > Format > Lock Format" to lock your bars, or...

Choose "Layout > Auto Breaks > System Breaks" and check "Use auto system breaks - Every 4 bars" (see pic).

You can also go to the end of the 4th bar and select the barline (make sure its just the barline, if two little boxes pop, reselect it) and hit enter. It will automatically system break it.

and if you then want it to be the last system on that page, command-enter, and it will move it to a new page.

You're doing this the wrong way round. Note entry first, THEN layout.
