I apologize, I've never heard of this happening.
And anyone assessing this issue, from Sibelius or this chatline, I'm pretty sure, will need more information. It may be your keyboard or a certain program outside of Sibelius causing this.
Some questions come to mind:
1) Does it only happen when you type quickly on your music (or computer) keyboard?
2) Is there a series of things you can you to duplicate this act?
3) Can you tell us exactly what you are doing just before the cursor turns blue?
4) Are you on Mac or Windows?
5) What version of Sib are you on? (4, 5, or 6, just double checking, even though it reads 4 above.)
6) Is this a newly occurring problem, very recent, or have you had it since you bought Sibelius?
7) Did you upgrade recently, or install a new program or peripheral since it began?
8 How are you entering your notes? On your computer keyboard or on a music keyboard?
9) Can you plug in another computer keyboard and disconnect your current one for a day or two?
10) Are you a novice or a relatively experienced Sibelius user?
From you answer above I'm guessing you're pretty experienced.
This is an important question, because an experienced user would know that if you push "N" on the keyboard, the cursor would turn blue, but if I mentioned this to an experienced user, he'd think I was loony.
(For instance a faulty computer keyboard could cause this and a Sibelius expert might never guess.)

I have disabled ALL note input keys on my computer keyboard, except for the letter "N" for enabling note input.
The letters: A, B, C, D, E, F, and G I've assigned to other keyboard functions.
(I've even forgotten how they work, I think you have to push "N" first, but I'm not sure.)
BTY - Looking in the manual, mouse input is naturally disabled, unless you push the Letter "N" on your keyboard. There are other ways to turn in on: Clicking on the Sibelius #1 keypad or pushing a note on you Midi Keyboard or hitting your Computer's Number Keypad (on the right). All of these will enable the Mouse Inputting Feature, and if you disable them all, you'll not be able to input music.

I am not trying to deluge you with questions, and even with these answered, I can't imagine what the issue is, but when a question here goes unanswered it is often from lack of information.
Even the Sibelius Gods couldn't help simply knowing your cursor is turning blue. :-)
We'll need more info and hopefully someone can answer you or lead you to an answer. It really does sound like an annoying problem!
